Anyone who has both a <a href=\"https:\/\/www.sense.org.uk\/information-and-advice\/conditions\/deafness-and-hearing-loss\/\">hearing impairment<\/a> and a <a href=\"https:\/\/www.sense.org.uk\/information-and-advice\/conditions\/blindness-and-visual-impairment\/\">sight loss<\/a>, which causes them problems in everyday life, is covered by the guidance.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">What it means<\/h2>\n\n\n\n<p>The deafblind guidance means local authorities should:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list is-style-primary-bullets\">\n<li>Identify, make contact with and keep a record of people who are deafblind in their area (including those who have multiple disabilities that include visual and hearing impairment).&nbsp;<\/li>\n\n\n\n<li>Make sure that care and support assessments are carried out by a person or team that is &#8216;suitably qualified&#8217; \u2013 this means they have specific training and expertise related to <a href=\"https:\/\/www.sense.org.uk\/information-and-advice\/conditions\/deafblindness\/\">deafblindness<\/a>. This is very important to assess communication, one-to-one human contact, social interaction and emotional wellbeing, support with mobility, assistive technology and rehabilitation need.&nbsp;<\/li>\n\n\n\n<li>Make sure that services are appropriate \u2013 they must recognise that as a person who is deafblind, you may not necessarily benefit from mainstream or other services aimed mainly at people who are either deaf or blind.&nbsp;<\/li>\n\n\n\n<li>Make sure that you can access specifically trained, one-to-one support workers if you need one.&nbsp;<\/li>\n\n\n\n<li>Provide information and advice in ways that are accessible to you.&nbsp;<\/li>\n\n\n\n<li>Make sure that a director-level member of the local authority has overall responsibility for deafblind services.&nbsp;<\/li>\n<\/ul>\n\n<\/div>\n\t\t<\/div>\n\t<\/div>\n\n\n\n\n\t<div class=\"wp-block-hs-group  align-full\">\t\t<div class=\"wrap\">\n\t\t\t<div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\">The assessment and who is qualified to carry it out<\/h2>\n\n\n\n<p>It doesn\u2019t matter whether you are receiving services already or this is your first assessment, make sure you ask to be assessed in accordance with the deafblind guidance.&nbsp;We have <a href=\"https:\/\/www.sense.org.uk\/information-and-advice\/life-stages\/deafblind-guidance\/requesting-a-care-needs-assessment-in-relation-to-deafblind-children-and-adults\/\">a template to request a care needs assessment<\/a>.<\/p>\n\n\n\n<p>The assessment will involve you meeting with the person who will be assessing you, usually a social worker, once or on several occasions.&nbsp;<\/p>\n\n\n\n<p>The person assessing you will probably use an assessment form.&nbsp;<\/p>\n\n\n\n<p>You can ask for a copy in a format you can use, such as braille or large print, before the first meeting. This will give you an idea of the sort of questions you may be asked.&nbsp;<\/p>\n\n\n\n<p>The person carrying out your assessment should have had training on the following areas:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list is-style-secondary-bullets\">\n<li>Communication.<\/li>\n\n\n\n<li>One-to-one human contact.<\/li>\n\n\n\n<li>Social interaction and emotional well-being.<\/li>\n\n\n\n<li>Support with mobility.<\/li>\n\n\n\n<li>Assistive technology.<\/li>\n\n\n\n<li>Rehabilitation.<\/li>\n\n\n\n<li>Assessing adults who are deafblind.<\/li>\n<\/ul>\n\n\n\n<p>Councils must assess any adult who appears to have needs for care and support.&nbsp;<\/p>\n\n\n\n<p>The social services department within your local authority has a duty to provide you with support if you need it and if your needs are eligible needs.&nbsp;<\/p>\n\n\n\n<p>If you are an adult who is deafblind, the person carrying out your social care assessment, must have knowledge of deafblindness to a minimum Qualifications and Credit Framework (QCF) level 3. They should be qualified at a higher QCF level if you have more complex needs.&nbsp;<\/p>\n\n\n\n<p>People with more complex needs are those who were born deafblind, have changing or deteriorating needs, or additional needs, such as dementia or a learning disability.&nbsp;<\/p>\n\n\n\n<p>A person with a Certificate in Deafblind studies has a level 4 qualification, whilst a person with a diploma in Deafblind studies is qualified to level 5.&nbsp;<\/p>\n\n<\/div>\n\t\t<\/div>\n\t<\/div>\n\n\n\n\n\t<div class=\"wp-block-hs-group  align-full\">\t\t<div class=\"wrap\">\n\t\t\t<div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\"><strong>Assessing children who are deafblind<\/strong>&nbsp;<\/h2>\n\n\n\n<p>When children are assessed, this should be carried out by someone who is specifically trained to understand their needs as a child who is deafblind.&nbsp;<\/p>\n\n\n\n<p>The two qualifications which would be relevant to assessing a child are:&nbsp;<\/p>\n\n\n\n<ul class=\"wp-block-list is-style-primary-bullets\">\n<li>Diploma in Deafblind Studies.&nbsp;<\/li>\n\n\n\n<li>Education of Learners with Multisensory Impairment (Deafblindness) MEd\/BPhil\/Postgraduate Diploma\/ Postgraduate Certificate\/Advanced Certificate.&nbsp;<\/li>\n<\/ul>\n\n\n\n<p>The services your child is assessed as needing should be provided by people who have the appropriate training and skills.&nbsp;<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Getting a copy of the deafblind guidance<\/strong>&nbsp;<\/h2>\n\n\n\n<p><a href=\"https:\/\/www.gov.uk\/government\/publications\/deafblind-people-guidance-for-local-authorities\">Download the deafblind guidance from the GOV.UK website.<\/a><\/p>\n\n<\/div>\n\t\t<\/div>\n\t<\/div>\n\n\n\n\n  <div class=\"wp-block  box  ctaBox    is-style-textured-secondary-tint-10\">\n    <div class=\"ctaBox__row\">\n      <div class=\"ctaBox__content\">\n        <div class=\"acf-innerblocks-container\">\n\n<h2 class=\"wp-block-heading\">Support from Sense<\/h2>\n\n\n\n<p>We&#8217;re here for people with complex disabilities and their families all over the UK.
